This scheme provides financial assistance to institutions and industries involved in Research & Development (R&D) activities. The assistance aims to foster innovation and strengthen research infrastructure.
1. Scheme 1: Assistance to Establish Research & Development/Product Development Centre
1.1 Eligible Institutions:
- Institutions/Industrial Associations/Professional Bodies recognized by CSIR/DSIR.
- Legal entities such as companies, partnership firms (including LLP), societies, trusts, industrial co-operative societies, or proprietary concerns engaged in manufacturing, production, processing, or job work of articles.
1.2 Quantum of Assistance:
- Eligible institutions can avail assistance up to 30% of the investment in machinery, equipment, hardware, software, and related assets (excluding land and building costs).
- The maximum assistance is Rs. 5 crores for one or more activities during the scheme’s operative period.
- The project must have a separate identifiable fixed capital investment and maintain separate books of accounts.
2. Scheme 2: Assistance for Contract/Sponsored Research Work
2.1 Eligible Activities:
- Proposals for contract/sponsored research by eligible institutions from industrial associations, individual industrial undertakings, or any approved agency.
2.2 Eligible Institutions:
- All R&D institutions recognized by CSIR/DSIR.
- Institutions set up by GoG/GoI.
- AICTE-approved institutions/professional colleges (including autonomous and university-affiliated colleges).
- Any other institution approved by SLEC.
2.3 Quantum of Assistance:
- Assistance for contracted/sponsored research will be considered at 50% of the project cost (excluding land and building), subject to a maximum of Rs. 50 lakhs during the scheme’s operative period.
3. Scheme 3: Assistance to R&D Institutions/Laboratories Set Up by the State Government or Government of India
3.1 Eligible Activities:
- Setting up new laboratories and strengthening existing laboratories.
- Modernization, addition, or up-gradation of facilities for eligible institutions.
3.2 Eligible Institutions:
- All R&D institutions recognized by CSIR/DSIR and set up by the State Government or Government of India.
3.3 Quantum of Assistance:
- Assistance will be provided based on the requirements, and proposals will be scrutinized by the SLEC.
- Recommendations will be submitted to the government for approval.
4. Scheme 4: Assistance to Industrial Associations for Establishment of R&D Laboratories
4.1 Eligible Activities:
- Setting up new R&D laboratories with necessary infrastructure and facilities.
4.2 Eligible Institutions:
- R&D laboratories recognized by CSIR/DSIR, set up by industrial associations.
4.3 Quantum of Assistance:
- Assistance will be provided up to 60% of the project cost for machinery, equipment, hardware, and software required for the R&D activities, subject to a maximum of Rs. 5 crores.
